Thanks for the photos and track info.

Ran 4 years in the WIAC and I only ran at 4 of these facilities (Oshkosh, Whitewater, Point, Stout)

Per the Tri-State Entry Information it says the following:

Is this a new thing? I never realized UW-Platteville was a stickler regarding high schoolers wearing spikes.

Not indoor, but I was at the Wisconsin home meet last night. McClimon has a brand new nine-lane track. I can’t remember hearing a thing about it. There were still shavings outside lane 9. They’re due to host the Big Ten’s next year or the year after, so it’s possible a nine-lane track is now a requirement.
